Synopsis, Regular Meeting, Monday, October 3, 2016
Meeting called to order at 6:40 p.m.
Held closed executive session to discuss pending litigation.
Invocation: JoAnn Van Tassel. All rose for the Pledge of Allegiance.
Recognized Dylan Kade for his performance in the World Crossfit Games, OCSO Deputy Aaron Alspaugh in his retirement, and Firehouse Subs for their donation of medical equipment.
Heard presentation from the Road Commission for Oakland County regarding the Baldwin Road project.
Heard presentation from the North Oakland Community Coalition – Teens in Action program.
Approved the payment of bills in the amount of $476,357.81, payrolls in the amount of $593,509.80, for a total disbursement of funds in the amount of $593,509.80.
Approved the Minutes, Regular Meeting, Monday, September 19, 2016, as corrected.
Approved the Minutes, Public Hearing: Truth-in-Budgeting, Monday, September 19, 2016.
Approved the Minutes, Public Hearing: Bunny Run Lake Water Quality Control SAD #1 Proposed Roll, Monday, September 19, 2016, as corrected.
Authorized the annual employee flu shot program.
Received and filed the request for comment regarding PC-2016-22, text amendment to Ord. 78, Electric Car Charging Stations.
Authorized the 2017 MDOT permit application for work on state highways and adopted resolution to designate several employees as authorized to apply for work permits.
Approved the Uniform Video Service Local Franchise Renewal Agreement for AT&T Michigan and authorized the Supervisor to sign on behalf of the Township.
Granted the request from St. Joseph Church and School to waive Sec. 6C of Ord. 138, Temporary Signs, to allow for the placement of 100 yard signs throughout the township, for a period of 21 days (beginning November 1, 2016); further, reduced the annual temporary sign permit fee to $25.00 (if required).
Adopted the Corrected Resolution Applying for Road Commission SAD Improvement of County Roads in Keatington Subdivisions 4 &5.
Adopted a resolution to allow for the temporary closure of a portion of Findlay Circle on Saturday, October 23, 2016 for a neighborhood party, subject to compliance with all Township regulations.
Approved changes the Orion Center & Parks Facility Policy to include electronic cigarettes in the smoking prohibitions.
Waived all Orion Center rental fees for the Orion Fire Fighters Association annual Christmas party.
Approved the tuition reimbursement request for firefighter Kyle Hagen, contingent upon compliance with all requirements listed in the Township’s Tuition Reimbursement Policy.
Approved the roadway solicitation request from the Lake Orion Lions Club for the annual White Cane Week collections, to be held October 14 – 16, 2016, with the understanding that participants will not block, obstruct, impede or otherwise interfere with the normal flow or progress vehicular traffic.
Held first reading of PC-2016-13, Multiple Family Residential, text amendment to Ord. 78, article 2, sec. 2.01 and article 7, sec. 7.06, and directed the Clerk to publish for second reading and possible adoption on November 1, 2016.
Held first reading of PC-2016-16, Conditional Rezone, text amendment to Ord. 78, article 30, sec. 30.05, and directed the Clerk to publish for second reading and possible adoption on November 1, 2016.
Held first reading of 2016-05, Veena Village Conditional Rezone, and denied the applicants request to rezone unaddressed parcel 09-27-301-005 from SE to R-2, based upon the reasons for the recommendation of denial from the Planning Commission.
Adopted the Promissory Note Resolution between the Charter Township of Orion Water & Sewer Fund and the Orion Township Corridor Improvement Authority.
Received and filed the Baldwin Road improvement project report.
Received and filed the NO HAZ update report.
