2005 – July Board of Review
Please take NOTICE that the Charter Township of Oxford, July Board of Review is called into session to hear appeals and to correct both the assessment and tax rolls for the following reasons:
Changes in Taxable Value due to a newly recognized Ownership Transfer as provided for under MCL 211.27a(3) as amended by PA 415 of 1994 which are treated as clerical errors.
Clerical Errors or Mutual Mistakes of Fact as provided under original MCL 211.53b(1).
Appeals for ‘homestead? or ‘qualified agricultural property? by an owner of property which qualified on May 1 may appeal, for the current year and the immediately preceding year if the exemption was not on the tax roll, as provided for under MCL sections 211.7cc and 211.7ee as amended by PA 237 of 1994.
Appeals for Poverty Exemption for the current year, if the exemption was not denied by the previous March Board of Review, as provided for under MCL section 211.7u and amended by PA 74 of 1995.
The Board of Review will meet at the Oxford Veterans Memorial Civic Center, 28 N. Washington, 2nd Floor, Oxford, MI, commencing at 10:00 a.m. on Tuesday, July 19, 2005, until all business brought before the Board as been completed.
This notice is posted in compliance with the state of Michigan’s Open Meetings Act, Public Act 267 of 1976, as amended, and MCL 41.72a (2) (3).
A copy of this notice is on file in the office of the Township Supervisor.

SYNOPSIS Of the Regular Meeting August 10th, 2005

of the Charter Township of Oxford Board of Trustees held on August 10th, 2005 at the Oxford Veterans Memorial Civic Center.
PRESENT: Trustee Behnke, Trustee Bellairs, Supervisor Dunn, Treasurer Ferrari, Trustee Kniffen
ABSENT: Trustee Fitchena, Clerk Sanderson
The following actions were taken:
Appointed Trustee Behnke to serve as Temporary Clerk in Clerk Sanderson’s absence.
Approved the agenda as amended.
Approved the following minutes: Regular Meeting held July 27, 2005 as presented.
Approved the prepaid bills as presented in the amount of $159,526.12 and authorized Clerk Sanderson to issue warrants and distribute funds accordingly.
Approved the bills through August 4, 2005 as presented in the amount of $606,535.47, with deletion of 181; Secrest, Wardle, Lynch, Hampton, Truex and Morely; Invoice 1129273B; T/A April Attorney Fees; in the amount of $1,269.09 and authorized Clerk Sanderson to issue warrants and distribute funds accordingly.
Approved that all consultants? bills be backed up with proper paperwork offering details.
Opened the Public Hearing to consider request from Lombardo’s Inc. for:
1. A new dance permit, in addition to prior approval already granted on June 8, 2005; and
2. Amendment of the proposed Operating Plan and re-approval of the proposed Class C Liquor License in light of such amendment.
Closed the Public Hearing.
Approved that the Oxford Township Board of Trustees approve a new dance permit in addition to prior approval already granted on June 8, 2005.
Accepted the proposed amendment of the Class C Liquor License Operating Plan of August 1, 2005, and under permits add:
‘Lombardo Bar & Grill will obtain a dance permit pursuant to 436.1916(2) of the Michigan Liquor Control Code. The dance floor will be on the first floor and will be 15? x 18?, defined and clearly marked. The dance floor will be used primarily on Friday and Saturday nights and for private parties. The form of music will be live bands, DJs or karaoke.
Additionally, Lombardo’s Bar & Grill will have the following permits: Sunday Sales, Official Food Permit, SDM Permit and Additional Bar Permit.?
With further conditions that Lombardo’s not take this Liquor License out of Oxford Township and attachment of the Agreement.
Authorized Supervisor Dunn and Clerk Sanderson to sign the Agreement on behalf of Oxford Township as part of the Amendment of the Proposed Operating Plan and re-approval of the proposed Class C Liquor License Amendment along with Lombardo’s Inc. signature.
Adopted Proposed Ordinance No. 107A.001 ? To Amend the Oxford Township Sewer Ordinance to Provide for the Monthly Charges on Delinquent Payment as presented with an effective date 30 days following publication and authorized proper signatures.
Regarding agenda item ‘Change the Direction Given to Rowe for the Water Main on the East Side of M-24 South of Drahner (Committee Chooses Option #2 Provided by Rowe)?, approved Option #2; Bore Hydrant Leads (only) Across Lapeer Road.
Regarding agenda item ‘Plante and Moran Letter Re: Assistance with Fire Department Matters?, authorized the Township Board to have the Treasurer contact Plante & Moran advising that the Township will authorize up to twenty (20) additional hours at $175.00 per hour on this project, for a maximum of $3,500.00.
Approved the ‘Proposal to Update and Convert Steady State Model to Extend Period Simulation Model and Update Water Master Plan? with a Master Plan Update in an amount not to exceed $15,250.00 and Update and Convert Existing Water Model in an amount not to exceed $24,500.00 and authorized Supervisor Dunn to sign the necessary paperwork, funding to be out of the Water Bond.
Tabled the topic of ‘Discussion/Direction of Professional Services/Billing ? Confidential Attorney Billings ? Set Policy? until a full Board is present.
Authorized Supervisor Dunn to hold any Secrest, Wardle, Lynch, Hampton, Truex and Morely attorney billings until we get a final Waterstone Water Agreement executed.
Meeting was adjourned at 10: 03 p.m.

Article 22 – To add sub-section E to Section 2208 – General Provisions, Greanbelts, Landscaping and Plant Materials.

AN ORDINANCE TO REGULATE ACCESS TO AND ONGOING USE OF PUBLIC RIGHTS-OF-WAY BY TELECOMMUNICATIONS PROVIDERS FOR THEIR TELECOMMUNICATIONS FACILITIES WHILE PROTECTING THE PUBLIC HEALTH, SAFETY, AND WELFARE AND EXERCISING REASONABLE CONTROL OF THE PUBLIC RIGHTS-OF-WAY IN COMPLIANCE WITH THE METROPOLITAN EXTENSION TELECOMMUNICATIONS RIGHTS-OF-WAY OVERSIGHT ACT (ACT NO. 48 OF THE PUBLIC ACTS OF 2002) (“ACT”) AND OTHER APPLICABLE LAW, AND TO ENSURE THAT THE TOWNSHIP QUALIFIES FOR DISTRIBUTIONS UNDER THE ACT BY MODIFYING THE FEES CHARGED TO PROVIDERS AND COMPLYING WITH THE ACT.
