Called meeting to order at 7:00 p.m. All Members present.
Invocation, Tony Bryson. All rose for Pledge of Allegiance by Scout Pack 291.
Recognized James Muys as Citizen of the Month for being the 2019 National Chaplin of the year.
Honored Chris LaGerould, Orion Township Fire Department for graduating from Eastern Michigan University School of Fire Staff and Command Class.
Presentation given by the Downtown Development Authority.
Approved payment of bills in the amount of $2,641,640.68, and payrolls of $211,625.78. Total disbursement of funds of $2,853,266.46.

Scheduled public hearing on the CDBG 2020 allocation for Monday, November 18, 2019 at 7:00 p.m.
Scheduled public hearing on the Kay Automotive Graphics IFT extension for Monday, November 18, 2019 at 7:00 p.m. and directed the Clerk to publish in the October 30, 2019 edition of the Orion Review.
Adopted resolution allowing the October 31, 2019 temporary street closure of Bald Mountain Road.
Approved sign permit for St. Joseph’s Church and school craft show and reduced fee to $25.00.
Received and filed the notice of solicitation from Christ the Redeemer community outreach project to collect personal care and hygiene items on December 1, 2019.
Awarded bid for Friendship Park solar power project to New Energy Solutions, LLC, at a cost not to exceed $29,993.00.
Approved contracting with Royal Oak Heating & Cooling to replace the Friendship Park HVAC system at a cost not to exceed $15,929.00.
Authorized Fire Department to allocate additional funding from the Fire Department’s Fund Balance in the amount up to, but not to exceed $13,773.36 for the purchase of office furniture for the Fire Administration Building addition.
Adopted resolution authorizing 2019 Capital Improvement Bonds as prepared by the Township’s Bond Counsel, Miller Canfield in an amount not to exceed $15,000,000 to pay all or part of the costs acquiring, constructing, furnishing, and equipping a new Township Hall facility, together with all related site improvements. Authorized the Supervisor, Clerk, and Treasurer to take all steps necessary, related to the issuance of the bonds.
Conditionally approved a 53-unit condominium and the associated condominium documents for PC-2018-15 Stadium Ridge Residential Condominium located on parcel 09-14-400-026.
Waived requirement under Art. VI, Sec. 3 of Ordinance No. 154 and approved the Peninsula Agriculture application for a waiver under Art. 14 of Ordinance 154.

Conditionally approved PC-2019-47 Lavender Ridge PUD Concept Plan, located at a vacant parcel on the southeast corner of Silverbell and Squirrel Roads.
Denied first reading of PC-2019-41 Firestone Complete Auto Care Center.
Approved second reading and adopted the State of Michigan Vaping Ordinance.
Received and filed the Police and Fire Reports, as presented.
Received and filed financial statements, as presented.
Received and filed safe routes to school update, as presented.
