There will be two two-week sessions scheduled.

Senior Citizens, paraplegics, quadriplegics, eligible servicemen, eligible veterans, eligible widows, blind persons or totally and permanently disabled who can verify that their household income for the preceding calendar year did not exceed $25,000 are eligible for Summer Tax Deferment until February 14, 2006. These forms must be signed and returned to the Township Office no later than September 15, 2005.

CHARTER TOWNSHIP OF GROVELAND
Your Board of Road Commissioners for Oakland County and the Charter Township of Groveland invite your comments on the proposed project to pave Groveland Road from Barron Road to Jossman Road. The paving project will include drainage improvements and tree removal.
DATE: Thursday, October 13, 2005 TIME: 4-7 PM
PLACE: Groveland Township Hall, 4695 Grange Hall Road
At this meeting, staff of the Road Commission for Oakland County will be available to discuss the project and answer questions individually. Project drawings and detour map will be available for your review. The meeting is informal; please stop by anytime between 4-7 PM.

Notice of Public hearing
for Updated Groveland Township Zoning Map
Notice is hereby given that a public hearing will be held by the Planning Commission of Groveland Township, Oakland County, Michigan on Tuesday January 24, 2006 at the Groveland Township Hall, 4695 Grange Hall Road, Holly MI 48442, commencing at 7:00 p.m. prevailing eastern time.
The purpose of the public hearing is to receive comments from the public regarding the proposed new Groveland Township Zoning Map.
Please be advised that all properties in the Township that are presently zoned AG Agriculture and R-1A Suburban Residential on the Township Zoning Map are proposed to be combined into the RE/F Rural Estate/Farm District on the new zoning map. The minimum lot area and lot width requirements of the RE/F District at 2.5 acres and 165 feet, respectively, is the same proposed as exists in the R-1A District. All farming and agricultural related uses currently permitted in the AG and the R-1A Districts, are permitted uses in the RE/F District. The reason for combining the standards of the AG and R-1A Districts into a single zoning district was to eliminate duplication. This was achieved by consolidating the same uses permitted in both districts, into the more representative and manageable. RE/F District.
Please be further advised that certain properties in the Township that are presently zoned R-1, and R-2, are proposed to be zoned RE/F on the new zoning map. The RE/F District is a single-family residential zoning district with larger lot, lower density requirements than the R-1 and the R-2 Districts. Some of the properties that are proposed on the new zoning map to become zoned RE/F, may not meet the minimum lot area, or lot width requirements of the RE/F District. Properties that do not meet these requirements will become lawful nonconforming lots of record. A lawful noncomforming lot of record may be sold as a single-family property. The property may also, have an existing home improved or expanded on the property, may have an existing home removed and a new home built on the property, or if the property is vacant, may have a new home built on it, so long as all of the applicable building setback requirements, and the building height limitations, and percent of land coverage limitations of the new district can be met. If the applicable standards of the new district cannot be met, the property owner may seek relief from the full application of these standards before the Township Zoning Board of Appeals. The reason for changing the R-1 and R-2 zoning of certain properties to the RE/F District, is in the interest of eliminating a number of what could be construed as spot zoned properties on the Township Zoning Map.
If you are interested in learning if your property is presently zoned AG or R-1A, or R-1 or R-2, on the current zoning map, and is proposed to be zoned RE/F on the new zoning map, you may contact the Groveland Township Hall. You are also invited to visit the Township Hall and inspect the proposed new Township Zoning Map. The Groveland Township Hall is open Monday through Thursday from 9:00 a.m. to 4:00 p.m., and Friday from 9:00 a.m. to 12 noon. The Township offices are closed on weekends and holidays.

At the regular meeting of the Groveland Township Board, held on Monday, February 13, 2006 at 7:00 p.m., the Updated Groveland Township Zoning Map was approved by a vote of 5 to 0.
All properties in the Township presently zoned AG Agriculture and R-1A Suburban Residential on the Township Zoning Map are combined into the RE/F Rural Estate/Farm District on the new zoning map. The minimum lot area and lot width requirements of the RE/F Districts, at 2.5 acres and 165 feet, respectively, is the same as exists in the R-1A District. All farming and agricultural related uses currently permitted in the AG and the R-1A districts, are permitted uses in the RE/F District. The reason for combining the standards of the AG and R-1A Districts into a single zoning district was to eliminate duplication. This was achieved by consolidating the same uses permitted in both districts into the more representative and manageable RE/F District.
The Updated Groveland Township Zoning Map shall become effective thirty (30) days after adoption and publication as required by law. Copies of the complete Updated Zoning Map are available at the Groveland Township Office, 4695 Grange Hall Road, Holly, MI during regular business hours.

BRANDON SCHOOL DISTRICT, BOND PROPOSAL
Summary of Bond Proposal: Shall the Brandon School District, Counties of Oakland and Lapeer, Michigan, borrow the principal sum of not to exceed Seventy-Three Million Four Hundred Thousand Dollars ($73,400,000) and issue its general obligation unlimited tax bonds therefor the purpose of defraying cost of:
? Acquiring and installing technology infrastructure and equipment in and connecting School District buildings;
? Remodeling existing School District buildings, including security, technology and mechanical upgrades;
? Constructing, furnishing and equipping additions to School District buildings;
? Equipping, furnishing, re-equipping and/or refurnishing School District Buildings, and acquiring school buses;
? Constructing, furnishing and equipping a new elementary school; and
? Acquiring, improving and developing sites, including playgrounds and outdoor athletic fields, facilities and structures in the School District?
The debt millage levy required to retire all bonds of the School District currently outstanding and proposed by this ballot proposal is currently estimated to remain at or below the current levy of 8.24 mills. The estimated millage to be levied in 2006 to service this issue of bonds is 0 mills ($0.00 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds of this issue is 4.85 mills ($4.85 per $1,000 of taxable value). The bonds may be payable in not to exceed thirty (30) years from the date of delivery. If the School District borrows from the State to pay debt service on the bonds of this issue, the School District may be required to continue to levy mills beyond the term of the bonds to repay the State.
(Under State law, bond proceeds may not be used to pay teacher or administrator salaries, routine maintenance or repair costs or other School District operating expenses).

Whereas, the State of Michigan has enacted the Open Meetings Law which requires the specific designation of the dates, time and places of all regular meetings of the Board action on Township business, and Fire Department Business.
Whereas, it is the desire of this Board to conduct all of its business in an open forum, in compliance with this Act.
Now, Therefore Be It Resolved, that the Groveland Township Board and the Groveland Township Fire Board will hold its regular meeting on the second Monday of each month of the calendar year, beginning on February 12, 2007 and ending January 7, 2008.
Meeting time will be 7:00 p.m. and held at the Groveland Township Hall, 4695 Grange Hall Rd., Holly, MI 48442. In the event that the second Monday is a holiday, the regular meeting will be held on the following Tuesday unless otherwise posted.

Kildee, Treasurer of Genesee County, Michigan, state that as of July 16, 2007, the records of the Office of Genesee County Treasurer indicate that the total of all voted increases in the total tax rate limitation provided by Section 6 of Article IX of the State Constitution of 1963, and affecting the taxable property in Genesee County, Michigan for property within the County of Genesee.

At a regular meeting of the Groveland Township Board held on Monday, August 13, 2007 at 7:00 p.m., the following Codified Ordinance was approved by a vote of 4 yeas – 0 nayes.
Ordinance #158 to provide the Township of Groveland the Wellhead Protection Overlay Districts Ordinance designed to safeguard the health, safety and welfare of all public and/or private water systems, by regulating the land use and storage, handling, use and/or production of Regulated Substances within Groveland Township wellhead capture districts. The intent of this designation is to protect the community’s entire water system, including but not limited to its Class 1 drinking and/or potable water systems and supply, against contamination.

At a regular meeting of the Groveland Township Board held on Monday, August 13, 2007 at 7:00 p.m., the following Codified Ordinance was approved by a vote of 4 yeas – 0 nayes.
Ordinance #159 amends Ordinance #31, Section 14-123 and is replaced by new Section 14-123 allowing the applicant, as an alternative to posting a surety performance bond, to pay to the Township, a fee intended to cover all of the costs of enforcing the first priority security interest lien on the entirety of the premises and to secure the costs of reclamation for which a mining permit is issued taking into account the Township’s cost of foreclosing on the first security interest lien on the premises.

ORDINANCE #185 NEW LANGUAGE 54-113 PRINCIPLE AGRICULTURAL USES PERMITTED
At a regular meeting of the Groveland Township Board, held on Monday, February 13, 2012, the following codified Ordinance was approved by a vote of 5-0.
The new language reads: The following uses shall be permitted subject to the conditions hereinafter imposed for each use and subject further to review anti approval by a township official designated to do so by the township board:
(1) Agriculture, when such operations occur on land containing at Least ten contiguous acres, under single ownership, and designated as such by the Oakland County Equalization Department based on the Michigan State Tax Commission Property Classification guidelines. When agricultural property contains any accessory buildings and structures, a residential dwelling shall be located on the same parcel anti shall be permanently occupied by the owner farmer, or farm manager or tenant. No agricultural operation shall be operated as a feed lot or for the disposal of garbage, rubbish offal or rendering plants or for the slaughtering of animals except such animals raised on the premises for the use and consumption by those persons residing on the premises.
(2) Building and structures customarily incident to the above permitted uses and requirements.

OPEN MEETINGS ACT RESOLUTION
WHEREAS, the By-Laws of the Groveland Township Board of Trustees provide for the scheduling of the regular Township Board Meetings for the second Monday of each month; and
WHEREAS, the State of Michigan has enacted the Open Meetings Act, which requires the specific designation of the dates, time and places of all regular meetings of the Groveland Township Board, and
WHEREAS it is the desire of the Groveland Township Board to conduct all of its business in an open forum, in compliance with said act; and

ORDINANCE #164 – Division
PD Planned Development Overlay District
Sec. 54.641 Location: The PD Planned Development Overlay District is designed to overlay conventional
zoning districts. The standards of this Division shall apply only to the following areas in Groveland Township
(1), (2), (3).
Sec. 54.642 Intent: (1) The PD Overlay District is Intended to permit the development of a mix of land use types on a large tract, or tracts, of contiguous land containing at least forty (40) contiguous acres that is under single or corporate ownership. Development shall be in accord with the goals and objectives of the Master Plan for Future Land Use for Groveland Township and the standards set forth herein: a– j., (2), (3), (4), a.-c., 1-7.
Sec. 54.643 Principles uses Permitted: In the PD District, no building or land shall be used and no building shall be erected except for one or more of the following specified uses, and only after review and recommendation by the Planning Commission to the Township Board approval: (1)-(4).

GROVELAND TOWNSHIP RESIDENTS
NOTICE OF ELIGIBILITY TO INCORPORATE AS A CHARTER TOWNSHIP AND RIGHT TO REFERENDUM
Official certification has been received from the Michigan Secretary of State that the Township of Groveland has a population of 2,000 or more, and the township board has the right to exercise one of three options concerning status as a charter township under the provisions of the Charter Township Act, Public Act 359 of 1947, as amended (MCL 42.3a):
1. Adopt by majority vote a resolution opposed to incorporation as a charter township.
2. Adopt by majority vote a resolution of intent to approve incorporation as a charter township by resolution. At least 60 days after the adoption of the resolution of intent, the township board may adopt the resolution to incorporate as a charter township.
3. Adopt by majority vote a resolution to place before the electorate at the next regular or special township election the question of incorporation as a charter township.
If Option 2 is adopted by the township board, the citizens of the township have the right to file a ‘Right to Referendum Petition.? This petition must be filed before the final adoption of the resolution to incorporate as a charter township.
The petition must follow, in general form, the nominating petition form as prescribed in the Michigan Election Law (MCL 168.488), and the heading must indicate ‘Disagreement of Intent to Incorporate as a Charter Township.? The petition must be signed by not less than 10% of the number of electors of the township voting for township supervisor at the last election in which a supervisor was elected.
If the petition is successful, the question of incorporation will be placed on the ballot at the next general or special township election.

ORDINANCE #179 CHICKENS IN RURAL ESTATE/FARM ZONING DISTRICT
Add to Division 2. RE/F Rural Estate/Farm District the following amendment.
Sec. 54-113. Principal agricultural uses permitted
3) A person who keeps or houses chickens (hens) on his or her property, having less than 10 acres, shall comply with all of the following requirements:
a. The consumption of eggs shall be for residents of the property where the chickens are located.
b. Keep no more than 10 chickens.
c. No person shall keep any rooster.
d. A person shall not keep chickens in any location on the property other than in the backyard. For purposes of this section, “backyard” means that portion of the lot inside the rear and side yard setbacks behind the primary residential structure as defined in Section 54-671 Schedule of Regulations for the RE/F District. The rear setback is 50 feet and the sideyard setback is a total of 80 feet with one side being 40 feet in width.
e. Chickens shall be confined/housed within a fenced area.
f. The confined fenced area can be moved within the backyard at the owners discretion.
g. All feed and other items associated with the keeping of chickens that are likely to attract or to become infested with or infected by rats, mice, or other rodents shall be protected so as to prevent rats, mice or other rodents from gaining access to or coming into contact with them.
h. Private restrictions on the use of property shall remain enforceable and take precedence over this provision. Private restrictions include but are not limited to deed restrictions, condominium master deed restrictions, neighborhood association by-laws, and covenant deeds.
i. Any person keeping hens shall remain subject to applicable public nuisance provisions enforced by the Township and/or Oakland County.

Senior citizens, paraplegics, quadriplegics, eligible servicemen, eligible veterans, eligible widows, hemiplegic, blind persons or totally and permanently disabled persons who can verify that their household income for the preceding calendar year did not exceed $40,000 are eligible for Summer Tax Deferment until February 14, 2012. AMENDMENT TO THE TOWNSHIP MASTER PLAN MAP
At the regular meeting of the Groveland Township Board, held on Monday, December 8, 2003 the following amendment to the Township Master Plan map was adopted by a vote of 5 to 0.
The present “Agriculture” land use designation on the current Master Plan will be removed and replaced with “Rural Estate Farm” land use designation.
This amendment will become effective thirty (30) days after Its adoption and publication as required by law. Copies of the complete amendment are available for your inspection at the Groveland Township Hall, 4695 Grange Hall Road. Holly, Ml 48442 during regular business hours.
