Synopsis, Regular Meeting, Monday, July 17, 2017
Meeting called to order at 6:30 p.m.
Held closed executive session to discuss an attorney opinion letter.
Invocation: Dino & Jodi Masella, Family Face Ministries. All rose for the Pledge of Allegiance.
Held Public Hearing for Golfview Drive Private Road Maintenance Special Assessment District #1.
Heard presentations from the Older Persons Commission regarding senior nutrition/meals on wheels program; the North Oakland Community Coalition regarding their annual Color Run event; and the Orion on Deck program to raise funds for a fully accessible ballfield.
Approved the payment of bills in the amount of $1,435,266.12, payrolls in the amount of $241,086.78, for a total disbursement of funds of $1,676,352.90.

Approved Minutes, Special Meeting: Fire Station Remodel Worksession, June 15, 2017.
Approved Minutes, Regular Meeting, June 19, 2017.
Approved Minutes, Special Joint Meeting: PC-2017-14, Orion Commons Commercial PUD Amendment, June 21, 2017.
Adopted the revised 2017/2018 Industrial Waste Control Charges.
Appointed Austin Edwards as an Alternate on the Environmental Resources Committee, term expiring 12/31/2017.
Approved the SMART contract for 2018 and authorized the Supervisor to sign, with the understanding that the funds will be used to help fund the Township’s participation in North Oakland Transportation Authority.
Approved Peddlers Licenses in order to sell ice cream from a truck for David Peters and Chris Casey, under the provisions of Ord. 95, for a period of 90 days.
Appointed Scott Reynolds as Property Maintenance Code Hearing Officer.
Authorized the sale of the Water & Sewer Departments pressure sealing machine.
Approved the applications to sell concessions from O’Haver’s Flavorz and The Drunken Rooster at the annual LO Palooza event, to be held on September 9, 2017 at the Wildwood Amphitheater.
Removed the moratorium for billboard sign applications upon the effective date of the new Sign Ordinance #153.
Approved the special permit application under Ord. 76, Alcoholic Beverages Regulation, from Callahan’s for a concert to be held on August 27, 2017, at the Wildwood Amphitheater, contingent upon receiving approval from the State of Michigan Liquor Control Commission.
Awarded contract for Stadium Drive paving project to Asphalt Specialists, Inc., at a cost not to exceed $256,307.00.
Received and filed notice from the Oakland County Water Resources Commission regarding 2017-2018 Great Lakes Water Authority sewage disposal rate changes.
Authorized listing for sale the property located at 2510 Orion Road, with a list price of $449,000.00. Further, authorized the Supervisor to proceed as discussed in closed executive session.
Authorized countering purchase offer for property located on Harding at $10,000.00, contingent upon the Township’s receipt of an application to combine vacant parcel with adjacent parcel.
Adopted Golfview Drive Private Road Maintenance SAD #1 authorizing the preparation of the Special Assessment Roll, as presented.
Held second reading and conditionally approved/adopted PC-2017-11, Orion Village Crossing Commercial Major PUD Amendment, contingent upon the applicant modifying plans to meet Planning Commission requirements and final consultant review.
Held second reading the approved/adopted PC-2016-17, BIZ Design Standards, Text Amendment to Ord. #78, Article 34.
Held second reading and adopted Ord. #153, Sign Ordinance, as presented, repealing former sign regulation ordinance #138.
Promoted Jesse Hayes, Program Assistant, to Programmer position, Level 6, effective July 18, 2017.
Approved and authorized the Supervisor to sign the Baldwin Road cost participation agreement for reconstruction work from Morgan to Gregory, with the Township’s portion of the cost estimated to be $1,578,596.00.
Accepted the donation of a sailboat and trailer, with a value of $800.00, to the Parks Department.
Received and filed the Police/Fire update reports.
Received and filed the MDNR land swap update report.
