SYNOPSIS, REGULAR MEETING MONDAY, MAY 1, 2023

Called meeting to order at 7:00 p.m. All Members were present.
Invocation by Clerk Shults. All rose for the Pledge of Allegiance.
Approved payment of bills in the amount of $2,447,738.95 and payrolls in the amount of
$1,053,843.62. Total disbursement of funds was $3,501,582.57, as presented.
Approved Agenda, as amended.
Approved Consent Agenda, as amended.
Approved Minutes – Regular Meeting – April 3, 2023, as presented.
Approved Minutes – March 22, 2023 Joint Workshop Meeting, as presented.
Authorized the Supervisor and Clerk to sign the 2023 Community Service Agreements with
Orion Area Youth Assistance and the North Oakland Community Coalition, on behalf of
the Township and authorize the distribution of funds in the amount of $45,000, including
$20,000 for Youth Assistance and $25,000 for NOCC.
Approved to set the date for the Truth-in-Budgeting Public Hearing on proposed millage rates to
be levied for 2023 for Monday, May 15, 2023 at 7:00 p.m.
Authorized the Budget and Procurement Director to make budget adjustments to the budget.
Approved the Peddlers/Solicitors License Applications for TruGreen LLC and issue six peddlers
licenses under Ordinance No. 95, with the understanding that all requirements of the
ordinance will be complied with.
Approved the corrected dates for the solicitation request from Seventh-day Adventist Church,
and because the solicitation is on behalf of a non-profit organization, waive the
requirements of Sections 4, 5, 6, and 8 of Ord. No. 95, Peddlers & Solicitors
Regulations.
Approved the Temporary Sign Permit request for Young Life’s Donut Dash 5k Run for locations
in the community and to grant the request to waive the fee, due to Young Life’s
non-profit status.
Adopted the 2023 West Nile Virus Resolution.
Approved the proposed 2023 Fee Schedule for Orion Fire Department Services.
Authorized the Clerk to amend the Ordinance numbering of previously adopted Zoning
Ordinance Amendments 78-292, 78-293, 78-294.
Approved the hiring of Tiffany Sanders as Specialist – Planning & Zoning: Full Time, Level 7,
at a rate of $25.39 per hour with full benefits, effective May 4,2023.
Accept resignation of code enforcer, Alfred Daisley, with regret, based on submitted letter dated
April 14, 2023, effective May 5, 2023.
Approved the quote from Pipeline Management Co., Inc. in an amount not to exceed $43,750.00.
Approved the updated Job Description for Code Enforcer, Technical Union Position.
Authorized Tyler Carpenter to take the Brand Management course and approve reimbursement in
an amount not to exceed $2,925.00, contingent upon all requirements listed in the Tuition
Reimbursement Policy.
Approved the hiring of Anthony Vettraino as full-time, DPW Union position, Water & Sewer
Field Technician, at the starting rate of $24.20 per hour, effective May 15, 2023.

Approved the Second Reading: PC-2021-90, Ridgewood Final PUD Rezone/Map Amendment
and Agreement to rezone the property from Single Family Residential to Planned Unit
Development, located at 625 W. Clarkston Rd., the vacant parcel west of 625 W.
Clarkston Rd., and the vacant parcel east of 625 W. Clarkston Rd. and authorize the
Township Supervisor and Township Clerk to sign the PUD Agreement.
Approved the Second Reading: PC-22-29 Baldwin Village Final PUD Rezone/Map Amendment
and Agreement to rezone the property from Single Family Residential to Planning Unit
Development, located at 4410 & 4408 S. Baldwin Roads, an unaddressed parcel 09-32-
301-014 located at the NW Corner of Morgan and South Baldwin Rds., and an
unaddressed parcel 09-32-151-020 located north of 4408 S. Baldwin, and 4292 S.
Baldwin, and authorize the Township Supervisor and Township Clerk to sign the PUD
Agreement.
Authorized the Township Supervisor to execute the Cost Participation Agreement with RCOC
for the Orion Township portion of the construction of Waldon Road from Clintonville
Road in Independence Township to Baldwin Rd. in Orion Township, with funds to come
from Tri-Party Program and Safety Path Millage and authorize the Budget and
Procurement Director to make the necessary 2023 budget adjustment in the amount of
$160,106.00, moving funds from General Fund to account 101-446-980 – Capital Outlay
Roads.
Motion failed for lack of support to approve agreement for Charge EV, LLC Charging Station
Agreement.
Approved the moratorium regarding road solicitors for 30-days.
Approved to add Matt Pfeiffer to the Fire Chief Search Committee.
Received and filed the Police/Fire Reports, as presented.
Received and filed the 1st. Quarter, 2023 Treasurer’s Report, as presented.
Received and filed Clerk’s Financial Statements and Manual Journal Entry Reports, as presented.
Held Closed Executive Session to discuss MTT Appeals Update and attorney opinion regarding
the Marsa Consent Judgement.
