SYNOPSIS, REGULAR MEETING MONDAY, JUNE 3, 2019

ORION TOWNSHIP HALL 2525 JOSLYN ROAD, LAKE ORION, MICHIGAN 48360

Called meeting to order at 7:00 p.m. All Members present.

Invocation by Pastor Rhonda Chapman, Bethany Tabernacle. All rose for Pledge of Allegiance.

Presentation by Karin Starick of the Orion Art Center.

Held Public Hearing for Bunny Run Annex #5 (portion of) Private Road Maintenance SAD #1 Cost Estimate.

Held Public Hearing for Mill Lake Gardens Private Road Maintenance SAD #4 Cost Estimate.

Approved payment of bills in the amount of $298,123.54, and payrolls of $140,733.20. Total disbursement of funds of $438,856.74, as presented.

Approved Agenda, as amended.

Approved Consent Agenda, as amended.

Approved Minutes, Regular Meeting, May 20, 2019, as corrected.

Adopted Resolution celebrating the 100th Anniversary of the Ratification of the 19th Amendment.

Approved contract with Oakland County Equalization and authorized the Accounting Controller to make the necessary budget adjustments, as submitted, and directed the Supervisor and Clerk to sign on behalf of the Township.

Adopted resolution scheduling the public hearing for SSH & SSH #1 Private Road Maintenance SAD #3, for Monday, July 15, 2019.

Adopted resolution scheduling the public hearing for Square Lake Water Quality Control SAD #3B, for Monday, July 15, 2019.

Adopted Resolution Approving Property Purchase for Parcel ID 09-32-151-018.

Hired Part time Clerk, Planning & Zoning.

Adopted the Bunny Run Annex #5 (portion of) Private Road Maintenance Resolution authorizing preparation of the Special Assessment Roll, as presented.

Adopted the Mill Lake Gardens Private Road Maintenance SAD #4 Resolution authorizing preparation of the Special Assessment Roll, as presented.

Heard Presentation from Oakland Paintball LLC and authorized Supervisor, Park Director and Attorney to enter into negotiations for a private/public partnership, and bring back to the board for consideration.

Approved 2019 water rates and monthly billing.

Approved 2019 sewer rates and monthly billing.

Held First Reading for PC-2019-20, Orion Classic Car Club conditional rezone request, with additional restrictions, and authorized Clerk to publish for possible approval on July 1, 2019.

Held Second Reading and approved PC-2019-15, Breckenridge Townhomes rezone request.

Held Second Reading and adopted Ord. 156: Prohibition of Recreational Marihuana Establishments.

Held Second Reading and adopted the amendment to Ord. 121: Possession or Use of Marihuana.

Held Second Reading and adopted the amendment to Ord. 143: Fireworks Safety Standards.

Held Second Reading and adopted the amendment to Ord. 79: Noxious Weeds.

Awarded Mowing Bid to Titan Lawncare, per amended rates.

Approved Food Service Agreement with Miss Mixology pending Attorney review.

Approved Partnership Agreement with Miss Mixology, pending Attorney review, and authorized the Supervisor and Clerk to execute same and direct the Attorney to submit the Participation Permit Application to the Liquor Licensing Commission.

Approved the application for Peddler/Solicitor license for Jaron “The Bookman” Mason under Ord. 95 with a current car insurance certificate and the applicant must update his driver’s license when required by law.

Approved revision to the Credit Card Policy, as amended and add the position of Water and Sewer Superintendent.

Approved contract amendment with IT Right for $6,000 and authorized the Supervisor to sign, and the Accounting Controller to make the necessary budget adjustments.

Received and filed Police and Fire Reports.
