Synopsis, Regular Meeting, Monday, May 7, 2018

Meeting called to order at 7:00 p.m.

All members present, except for Trustee Sliwinski.

Invocation: Eric Johnson, King of Kings Lutheran Church. All rose for the Pledge of Allegiance.

Accepted resignation of Trustee Sliwinski.

Recognized Sgt. John Chiera as Orion Township Citizen of the Month.

Approved the payment of bills in the amount of $1,198,514.87, payrolls in the amount of $325,356.60, for a total disbursement of funds of $1,523,871.47.

Approved agenda, as amended. Approved consent agenda, as amended.

Approved minutes of the Regular Meeting, Monday, April 16, 2018.

Adopted Fire Inspector Citation Authorization Resolution.

Received and filed the Orion Township Public Library’s 2017 financial statements.

Authorize the Supervisor’s office to proceed with preparation of the cost estimate for Central Drive Special Assessment District #2.

Approved Kendall Boyer’s application for a peddler’s license under the provisions of Ord. 95 to sell Proof Pest Control services door-to-door.

Adopted a resolution scheduling a public hearing for the Holliday Drive Private Road Maintenance Special Assessment District #2 for Monday, June 4, 2018 at 7:00 p.m.

Authorized contracting with Hutchinson Excavating LLC. to complete the water & sewer connection at Friendship Park Maintenance Building at a cost of $15,000.00.

Authorized contracting with Superior Excavation for the Gregory Road watermain installation at a cost of $1,171,030.00.

Authorized contracting with Trendset Communication for installation of the SCADA upgrade, at a cost of $55,073.56, and Kennedy Industries for programming of SCADA controls and alarms, at a cost of $14,370.00.

Authorized seeking proposals for a new joint community publication, to include information from the Township, Library, Lake Orion Community Schools, Community Education, and the Orion Area Chamber of Commerce.

Adopted Resolution to Help Defray Legal Costs in Menard Inc. v City of Escanaba “Dark Store” Litigation.

Waived ZBA Special Use Permit Fees for Unity Church Outdoor Market.

Held first reading of PC-2017-01 Gregory Meadows Final PUD and directed the Clerk to publish for second reading and possible adoption on June 4, 2018.

Conditionally approved the creation of a 2-unit site condominium and the associated condominium documents, for PC-2018-04, Orion Animal Care Site Condominium located at 75 Waldon Road (parcel #09-26-151-034) conditioned on the approval of the Master Deed, By-Laws, and Exhibit B by the Township Engineer, Planner and Attorney.

Conditionally approved the creation of a 2-unit site condominium and the associated condominium documents, for PC-2018-18, Baldwin Square Site Condominium located at 4713 S. Baldwin Road (parcel #09-32-376- 001) conditioned on the approval of the Master Deed, By-Laws, and Exhibit B by the Township Engineer, Planner and Attorney.

Authorized hiring outside HR attorney to conduct an investigation regarding all meetings which lead to Penny Shults filing a report with Oakland County Sheriff Department on March 22, 2018. This will be accomplished by immediately obtaining recommendations and parameters from Giarmarco Mullins & Horton for an independent HR attorney. The attorney will obtain a report and bring back to the board for review. Cost for report not exceed $2,500; and allowed accounting coordinator to make necessary budget adjustments.

Received and filed the Police & Fire Reports.

Received and filed notice of the new Parks & Recreation logo.

Held closed executive session to discuss an attorney opinion.

Authorized posting vacant Township Trustee position with an application deadline of 5/25/2018.
